You need to do some funky stuff to: 1. Copy the boot sectors from an XP CD
to a file. 2. Tell your burning software to write that file to the location
for the boot sectors on the new CD. (i.e. tell it that you want to make a
bootable CD and provide the file, then provide all the data you want on the
CD).

I have only done this a couple of times, so I am not sufficiently fluent to
tell you what is actually needed. Try a site like the following:
