Yes, you're right:

NetRange:   169.254.0.0 - 169.254.255.255 
CIDR:       169.254.0.0/16 
NetName:    LINKLOCAL-RFC3927-IANA-RESERVED

I didn't know that they actually reserved that range, but anything
else would be very stupid.
