Or just set the firewalls to block his IP/Mac or remove his mac addr from
the dhcp "give out ip" list as that has the same effect &
will be what happens to him 

It is doable so long as mobiles are treated as local internet nodes rather
than local lan & this segmentation is possible via dhcp tied to mac
addr.
