No, each website gets a default web page (the root page) so if you just go
to the IP address that's what you get. DNS only allows you to go to that
level.

Whoever has the registrar's site login points the domain to a pair of dns
servers, those servers contain the zone file for the domain and it's that
zone file that points names like www or mail to a specific IP address.
