  The Cert export or backup/restore that John outlined should resolve the
problem.  I'm curious how the encryption attribute got set - did anyone
else have access to the computer to set up or change policies or settings?
Ideally, the local computer logs onto a domain and the domain should also
recognize and process your encryption transparently across the network.
