you do realize that it is actually interleaved every two years, right? half of
the members are in for two years and then other half are as well but offset so
there might be a rolling populace... the chairman's position, on the other
hand, is for four years... the chairman doesn't have to be a member and is
recommended to not be but the current one has been both for several years while
speaking out against wearing multiple hats yet wears several himself...
