They are another gang.  Follow me for a second.  Both gangs and cops have 
rivals which are dangerous.  Both have to shoot to kill.  Both carry guns.  
Both sides can't see eye to eye hardly ever.  See the connection?  Not 
necessarily a bad thing, just true.
