the RCs are the only ones who are allowed to nominate and cast votes in this
FTSC election... if their region members want to nominate someone or caste a
vote for certain ones or even cast no votes for others, they need to
communicate that to their RC and let them do it... if they don't communicate
with their RC, they have no footing to stand on... the RC may or may not
solicit input but they are not required to... folks interested should keep on
on their own and then let their RC know their thoughts... they can do that via
netmail or publically in their region sysop echo...
