Jared, you were asking if someone could give you a cheap marine setup- here's
a message posted by Rick Bolger a little while ago that does exactly
that(What follows is a repeat of his original message):

Marine aquariums cost more? Maybe. Often they do.
If you are interested in keeping marine fish, you can do so for
under $70 (US) startup cost. Here's how:
1. Loss-leader 10 gallon aquarium from discount chain, $10.
2. Starter cover with lamp, $15 at K-Mart.
3. Small bag of dolomite, $5.
4. 50 watt heater, $8.
5. Small box of Instant Ocean, $6.
6. Small pump and box filter, $10.
7. Damsel fish, $3.
You need to have either an ocean nearby or Instant Ocean for weekly water
changes.
It's a Marine Aquarium, and it works. Laugh all you want, but it works.
