I just haven't figured out how yet. It keeps turning itself back on via a
service or scheduled event that I haven't caught in the act yet.

You could stop the service then delete searchindexer.exe,
searchfilterhost.exe, and searchprotocolhost.exe and that would pretty much
disable it, but then I'm told it goes into enhanced reduced functionality
mode.
