what standards violation? if you're tearing off the cruft at the end of the
message, you start with the first tear line... but no one tears off the cruft
any more... granted it /should/ be invalidated but it isn't a /must/
requirement...

plus there's that things like this are not enforced and there's no tosser that
rejects messages as bad based specifications for things like this...
