Rocky?  The Town of 1770 is a 100 or so km north of Bundaberg.  The various
roads in from the Pacific Highway are gravel and rough.  The road to Bundy
is currently being upgraded and sealed (as at two or three months ago, but
I wouldn't think it was finished yet).
