No, that would be Steve Asher.

"Jeff Snyder" appeared recently, saying that he had started that echo back
in the 90s.  The echo was actually started by "Bill Kochman."  That fact
suggests the possibility that at least one of those names is bogus and that
both names refer to the same person, but neither one is Steve Asher.

Virtually everything Ceppa has said in this thread, by the way, is
factually baseless.
