Police agencies don't mind being scrutinized by an unbiased civilian
agency. Its the witch hunting gangs like copwatch parading around with
video cameras trying to trap cops into illegal activity that don't go
over very well.
The single most effective moderating body of law enforcement is their
constituency and the civil court system. When they screw up, they get
sued.... and they lose. You'd be surprised what a good standard that
creates.
