The Taliban was de facto government in Afghanistan after the
collapse of the previous government, which had been supported
by the former USSR, which also collapsed at the same time.
I would not go so far as to claim the Taliban was de jure government
in Afghanistan, since only one or two nations in the world recognized
it as such. And even those two countries (both Islamic) found the
Taliban regime repugnant.
