Oh sure.  THe local government provides them for people in the low-lying
areas having a tendency to flood.  I'm not in that area.  Where I am now is
about 900 cm above sea level, so the biggest dangers I face are the
tornadoes and the possibility of them uprooting one or more of the very
large trees on my property and sending them crashing down on my house (and
head).
