Well, it most likeyly has an I2C bus to control the radiochip... As soon as 
you know on what ports the 2 bits are (or perhaps there is a real I2C 
controllerchip onboard, but that is probebly too expensive and unnessesary), 
you can programm it be sending the I2C commands for that chip.
You need to know what chip it is and how to controll it. Consult the 
datasheet for the radiochip...  The same for PC- videocards with tuner and 
teletext... There might even be radio-cards that also have an RDS decoder....
