Do you mean this:

   ----- MSGED.CFG begins -----
...
Tosslog    +echotoss.log
...
   ----- MSGED.CFG ends   -----

That works fine.

For OS/2 I don't now. I use in DOS this tool in the resident mode:

SPEL_381.ARJ [00] DOSSPELL V3.81
                  The additional spelling checker.
SPEL_D.ARJ   [00] DOSSPEL V3.81
                  German dictionary 36990 words.
SPEL_USA.ARJ [00] DOSPELL, the additional spelling checker.
                  Wortschatz USA

The dictionaries are not great, but you can add every ASCII list of words ;-)
