Having read a lot of the NSC's stuff in the past(usually high quality
data), I suspect the media took raw numbers and made up their own
interpretation and percentages.  This happens a lot with these sort of
things.

The NCVS, FBI's Crime in the USA stats, etc.  All fall victim to some
horrendous media (mis)reporting.
