In my experience both are required to spell well.  Accurately guessing the
spelling of an unfamiliar word requires more than just rote memorization.

I am one of those lucky few for whom English spelling comes naturally,
intuitively.  For difficult words, anyway; I still have to occasionally
look up the difference between capital and capitol, principal and
principle, those sorts of things.  Perhaps that's more usage than spelling
though.
