For the reasons you post and your arguments, I am pretty sure I would trust 
implicitly a LEO's judgement ober yours as to how and when a commandeering is 
necessary and appropriate. In fact such acts ar very rare to he point of 
statistically insignificant. Imprope uses of this power are even more remote 
and rare to the point of almost never. In 20 years I only heard of one in
