I just downloaded and installed to try and reproduce the issue, sadly it seems
to be working for me. I'm on SBBS v3.16c running on Win10 32bit currently. My
setup is as follows:

I didn't make any changes to the games RRX2.CTL file. What's odd is the game
starts, shows some ANSI and then drops you back to the BBS.
