You are right and wrong.  A President can not "usher in
law" but he can do a couple of things.  For one thing
he can trade political favors.  The biggest thing he
can do is issue an executive order which carries almost
the same weight.  Remember when the importation of
certain ugly firearms were banned?  There wasn't a law
passed doing it.  Bush just signed an executive order.
Theoretically a President can sign an executive order
on anything that is not Constitutionally given to the
Congress (which, when you look at the Constitution,
isn't much.)
