It's a slang term that has been around for at least 60 years to
my personal knowledge, and I have a feeling that I've seen it in
pre-1900 literature so maybe a lot longer.

I've never seen it used by itself. It is always "little tacker"
meaning a small child/person.

I have no idea of the origin and it's not in any of my
dictionaries.

    The simple realization that there are other points of view is
    the beginning of wisdom.  Understanding what they are is a
    great step.  The final test is understanding why they are held.
