   It sounds like they may have the capability but don't want to use it.
They are intentionally allowing pirated copies to run so they will continue
to be patched instead of running wild for spammers and DDOS'ers.  If they
inactivated the OS during WindowsUpdate, people would quickly just disable
windowsUpdate.
