A few different ideas:

Can Golded be configured to pre-run a script/batch file BEFORE it drops to  
a DOS shell?

If so, then have that script/batch file simply go to a dummy VM where the  
user can't do anything harmful.

Can you disable/rename CMD.exe ?


[3]

Disable access to the command prompt for all users via Group Policy?
