If you take two or more readings you can get the tanks dV/dt and it's 
vector from the relative coordinates in time, you can subsequently 
integrate and predict future position of the target at a given time.

IOW what he says is if you know the target goes this fast from there to 
there it gets gets there just in time to score the grenade or two you 
lobbed on that position:-)
