There's a place for Democracy and there's a place for Autocratic
command. Piccard is more the type of Captain who does fine as well as
things are running smooth and he has his crew to consult with. Kirk
on the other hand wanted things done his way when he was on the bridge,
and later on he might be heard to consult with his command crew to hash
out a solution to a problem. Kirk had also had the unique point of
view of being the only captain to hold flag rank, and still retain
command of a single starship. He had a better grasp of the political
picture then Piccard has.
