By federal law (which emanates from the Constitution) the ONLY
person who may make copies as well as distribute them is the lawful
holder of the copyright.
Anyone in the chain of reproducing the work of another w/o express
permission _WILL_ be held liable and subject to the statutory fines as
well as any damages from a suit.

Not so at all. The facilitator has no obligation whatsoever. But
you may have noticed the "warning" signs above copy machines in many
of our public libraries about copying a copyrighted work. It is the
sole responsibility of the user of the machine, not the owner nor the
manufacturer.

And if you didn't purchase that picture from Disney that would put
you in the category of being a scoff-law. Some would say a common
thief, but I wouldn't use such strong language.
