But are they program deficiencies or what?  The author may simply not be
aware of the problem.

To improve the product?  It may be impossible to achieve perfection in the
first release.

I'm always forgiving of authors of freeware.

That solution does not make sense to me.  Even if you had to log off from
the browser, could you not log on with another program without
disconnecting?
