How cold are you talking about? I wouldn't take him out in extreme cold
unless it's an emergency of course, but otherwise he'll be fine just
transporting him to the car. Put a blanket over his cage, and warm up the
car beforehand. Yes, it can be dangerous for him if his nails are too long.
A nail may get hooked on something, pulled out, and the loss of blood could
be deadly. They also could cause him problems walking.
Nails on wild budgies don't get long for good reason.
