I don't think they allowed them, but they screwed up with their secret 
services
 so much that in the end, Al Qaeida was able to do it. Which is at least 
grave
negligence.

There would have been no invasion, but an all-out war. And nobody wanted to
take this risk so the Soviet Union decided to pull out of Cuba back then.

As much as the Brits and the Americans would like to admit it, they would 
never
 compare Saddam's WMD arsenal with the one the SU hat.

Did they get it? IMO Afghanistan will be a money pit and no end in sight 
unless
 somebody pulls the plug on them - which basically means Osama has won.
