Do you mean the downloads page on elebbs.com?
I just tried 3 download sites (Netherlands, USA, Germany) and all seemed
to be fine.

elebbs.com itself was down for a while, but afaik its stable now.
I still have mirror of the older site located at http://pcmicro.com/elebbs
