Voltage doubler? I thought the idea was to get the bulbs 
to be off, or on moderately bright, or very bright so you could 
tell the difference between the brake light being on or the turn 
signal, or both... at the rear, and on the dash, the high beam 
would blink brightly with the turn signal, but stay on during the 
night with the high beam with moderate brightness- which is less 
distracting as you drive.
