 I suppose that it is all a matter of degree, by today's standard, we are
 engaging in limited government if the government only consumes 23% of
 the GDP instead of 24%! :(
 Forty years ago, if this sort of thing were tried, all at once, the
 congress would have been summarily fired by the American people.
