What makes it so bad is the lethargy - both federal (and in particular the
Army Corps of Engineers with their hands almost tied behind their backs by
the bureaucraps and double-talkers up in D.C.) At the present rate, it'll
take 20 years to get the levee system up to snuff. Incredible. I won't
get started on the City and State bozos. (Teeth gnashing.)

The Service tends to be that way, so it seems. Moved around so much as a
kid, I almost forget where I came from! Just when 'ya get to
make friends with folks, in comes that big envelope with the Orders.
