That's a tough question with many, many dimensions, involving far more than
science... it's also about politics, economics, history...
Closing down the old power plants we have is probably a good idea. Trying to
replace them with a better model gets you into discussions... at least here in
Germany, so many things went utterly wrong in how nuclear energy was "marketed"
in the past that you'll have a hard time to convince people to try it again.

There are hardly any permanent positions in science (speaking for Germany
here). If there is no industry, it will not make much sense to pick up stuying
nuclear physics. This also involves politics, economics etc... If I look at the
Cadarache site (ITER)... the whole thing has been delayed by at least a decade
due to purely political problems, and now they have a hard time getting up to
speed due to similar reasons.

So how well protected is the Borssele reactor against earthquakes?
