I live in Canada, where winter weather generally is somewhat
colder than in balmy New England. Sometimes it's necessary to
take my cockatoo to the vet during the winter months.
I bought a fleece that basically wraps the pet carrier. It has a
flap with a drawstring that covers the door area. I've found that
it insulates the carrier long enough for me to get Jester safely
to the vet's office ... by public transport no less.
If your budgie is in a shoebox or plastic carrier, wrapped in one
or two layers of blanket or towel, I think he should be all right
for the outdoor bits of his journey.
