OK, though I'd probably go for something like the interpretation of the contents. There needs to be the sublety that the contents that are being interpreted do not need to be bad. By the logic currently used to rationalize Outlook blocking .exe files the Internet Explorer should not open .htm, .html, .asp, and a whole host of other extensions because of the manner in which they can be interpreted.
