File requests haven't been implemented in binkp mailers as well as they were in
EMSI mailers.

In the case of BBBS, it supports file requests when talking to an EMSI mailer,
either over POTS or an ITN mail session.

It will send a file request (an *.req) to a binkp mailer and then hangs up
before the remote side can return the file.
