I would say that anyway, from my personal experience with many Canadians.
(Including my ex.)
For example, when discussing trade issues, he argued that China should be
excluded because they were "bad" wrt human rights, but that Cuba
should be included.
I asked for a distinction between the two that was not
"list-based"; that was an objective criteria that could be
applied to ANY country.
The result was an arbitrary list of "good " and "bad" countries.
Having also lived with two other Mr. Toronto's and put up a Vancouver-based
friend for a number of weeks -- not to mention experiences here in Palm
Springs, (where the radio stations regularly include a section on Canadian
news) -- I've found this to be a general characteristic. In my experience.
