Hi Mike,

As the example below shows, make the area a local area with the
"l" attribute and it doesn't get placed in the ECHOTOSS file to
be scanned.

Also ensure that the tosser doesn't have scanning information for it and it
won't get placed in the outbound. (It =shouldn't=)

A local area doesn't need to come anywhere near the tosser.
