I understand completely. What is legal and what involves common sense are
sometimes two different things. I would hope that most officers could mix
legality and common sense that would result in a reasonable outcome,
especially if differently abled people are involved. Manhandling or abuse of
a differently abled person in my jurisdiction would involve discipline for
the officer unless the circumstances were justified. An example in my
jurisdiction involved a pimp who had a wooden leg, and he carried his gun
there. He was also involved in the trafficking of narcotics and just about
everything else that would make him a buck. Arresting him would nearly always
involve a fight and the officers' first concern was taking his gun away from
him. That would, of course, involve pulling off that wooden leg. This was
unpleasant, but it had to be done.

This is not an unusual example of aid given by differently abled people.
Differently abled people are many times the first to volunteer for help. I
remember a man everyone knew as "Hook" here who helped in many organizations.
It was his choice for police officers and friends to call him "Hook". He had
a hook for one arm and a wooden leg, but this guy was the first to volunteer
for just about anything. Many differently abled people embarrass able bodied
people in comparison to what they give and mean to the community.
