Why not a new CBV altogether?  I've been using PADLOCK since (last
year?) and there's an option to have it run after calling it in the
WELCOME.MEC (WELCOME.BBS) file.
Here's something from the documentation of PADLOCK:

7.      You are now ready to connect Padlock to your BBS. Since Padlock is
        started by displaying a .MEC file, you can call Padlock from almost
        anywhere inside Maximus. Generally, most sysops prefer one of the 
        following methods:
        a) Forcing all callers to pass through the verifier before entering
           the BBS.
        This has the following advantages:
                - Users MUST have their phone number verified before ever
                  seeing a BBS menu.
                - You may optionally force callers to reregister after a
                  given number of calls.
                - Verified users will be able to enter the BBS without
                  seeing Padlock.
        This provides the best security, so is recommended.
        To set up your BBS to do this, you will need to add the line:
        [link]padlock\login
        to EACH of the files WELCOME.MEC, ROOKIE.MEC, and NEWUSER2.MEC. 
        You must ensure that the user cannot abort the file before reaching 
        this line. This can be done by either making this the first line in
        the file or by adding the statement [ckoff] to the top of the file.

There's a MECCA file which calls the CBV program from the WELCOME.BBS
file as well:

users to pass through the call back verifier before entering the BBS. Local
logins and registered users will not be affected.
