I don't know where you can get the whole package without using Windows update,
but you can download individual updates if you go to
http://microsoft.com/downloads/ and choose "Windows 98" from the
"Product/Technology" pulldown menu.

You'll have to sift through a lot of non-security related downloads to get all
the updates, though.

I think Microsoft is planning to drop support for Win 98 soon, so you may want
to get those quickly...
