No, they can not swim. But they probably can put up a heck of a fight to
save their own lives in an accidental water encounter.
A kayaker in Alaska told me that she had seen an eagle "swim" to
shore after
grabbing a fish which was too heavy for it to carry. Eagles can not release
until they touch down and this bird was brought down by the weight. I've
read that the number one cause of death in eagles is drowning when they
underestimate the size of a catch.
