It's not an automatic right/privilege, to my knowledge -- it's still allowed,
but not automatically granted. . .

I looked into emigrating to NZ and fell so far short of the points needed --
(that's okay, if I were non-Canadian trying to come to Canada, I'd fall even
farther short of the minimum!)

Maybe it is, but from what I've been able to discern, any applicant to New
Zealand(or Canada) has to meet the minimum criteria -- there's some advantages
in coming from a Commonwealth country, in that one of the biggest points
earners is having an accomplished English comprehension/use level.
