participants must be capable of receiving crash netmail on the BBS that they 
post from."
There is -NO- reason why you, as a Fidonet sysop, should not provide access 
to inbound netmail message to your users. You have two choices at this 
juncture:
(1) Provide access to your users to read inbound netmail messages in a 
-PRIVATE- setting on your BBS.
-or-
(2) Your node will be prohibited from receiving the CHESS echo.
Please advise me of your choice via NETMAIL. I am sending a copy via netmail 
to you also. If I do not receive a reply acknowledging your choice within 
five days, I shall execute choice #2 on your behalf.

And if you -DO- move the message to the CHESS echo you will have violated the 
CHESS Echo Conference Rules as well as United States Law. I do not recommend 
that option to you.
You need to move the message to a PRIVATE communications facility on your BBS 
so that Steve can read the message PRIVATELY.

Actually I suggest that Steve should find a new BBS with a more realistic 
sysop.
