I am in Surrey (actually, South Surrey/White Rock) and I can say for sure
that Clearnet *DOES* work here!  It works in analog.  The maddening thing
is that sometimes when the atmosphere is right, we get a weak digital
signal which switches the cellular to digital mode - but won't work because
the signal is so weak.
