   Good question - I'm betting that the code was still being finished as
Vista was being finalized.   It would make a big difference to be included
on all systems so I could count on it being there.

   The only legitimate excuse for not including it with Vista would be to
maximize security by having one less non-essential feature installed.  But
it still should have been an option available on install.
